02

When capacity grows, whose capacity grows?

The report considers useful digital services, employment, investment, and possible grid flexibility alongside water use, electricity demand, infrastructure costs, supply chains, and ecological effects. Its central concern is hidden transfer: a diffuse benefit can coexist with a concentrated burden.

The report identifies water-stressed host communities and poorly protected upstream workers as potentially vulnerable in adverse scenarios. These are conditional, inferred assessments—not measurements of a particular facility or every community.

03

Three ways into the report

04

A benefit cannot make another burden disappear

  • Grid costs: Who bears the risk if infrastructure is built for demand that does not materialize?
  • Water: Does a facility’s use fit the seasonal capacity of its basin and the needs of other living beings?
  • Work and materials: What happens upstream, beyond the operator’s property and immediate workforce?
  • Time: Which benefits arrive now, which burdens arrive later, and which decisions become difficult to reverse?

These questions organize inquiry. The report does not combine them into a single score that ranks facilities or grants moral permission.

05

What would change the conclusion?

Facility-specific water and grid data, household costs, worker testimony, supply-chain evidence, habitat assessments, and observed mitigation outcomes can change the analysis. The report pairs proposed actions with review markers and possible repair or curtailment paths.

A transferable lesson is to name the evidence needed before a commitment becomes difficult to reverse—and decide who can call for reconsideration when reality differs from the plan.
